This is not impossible, just cumbersome. You may know that in Allegro you can route clines that are not connected to anything. So, route one cline close to the direction you want, without connection to anything. Move that trace and before placing it back down, go to the control panel 'Options' tab and in the Rotation field, type the value '10'. This will set rotation to 10 degree increments. Right click 'Rotate', spin the cline and put it down. At least in this way, you can set the 10 degree standard, you can copy and array these lines and you may also route your nets to these clines and make them connect. When you slide, they will maintain the 10 degree angle.
Yes, it's cumbersome but if you need to route through a channel at 10 degrees, it's one way to get there.
