    Hello - What is best practice for the board outline, creating it as a shape or set of vertices?

    I prefer Line class it helps to edit (cut , champer, vertex move ,arc) in future

    Definitely Shapes. If you have a shape as the board outline you can use Edit - ZCopy to create route / package keepin areas, the copper for gnd and vcc planes etc. Much quicker that rdrawing them all. If you have complex outlines then its much easier.
