For a 64-bit OS, the Control Panel add-ins control only the 64-bit resources, you need to run the 32-bit ODBC admin from the Windows installation directory, then SysWOW64, locate the odbcad32.exe and use that to administer 32-bit data sources.

Which exact version are you using? (Help>About)

Which datasources, if any, are listed when you use the Setup button in Configuration, or use the New to run through the DBC wizard?

As a safety check, ensure that the Datasource name contains ony the regular ANSI characters, A-Z, a-z, 0-9, space, minus, underscore.

Try a "Run As Administrator" right-click option from the Capture CIS shortcut / exe, this will ensure that the CIS components are correctly registered - this only needs to be a "one time" process.
