How phase shift is calculated in timing report Reply

can someone please explain me in detail how phase shift is calculated in CTE. Attached is the picture in documentation. The explanation says that the most restrictive condition occurs at leading edge of CLK1(8) ad trailing edge of CLK2 (9).

But if these clocks are synchronous, how can it be assumed that both the clock starts at same time? In the diagram both clocks is shown as starting at the same time. I'm totally confused with the explanation. Someone please help.
