    Clyde, PCB Editor does not use the same layer concept as the old OrCAD Layout.  PCB Editor uses Classes and subclasses.  You will have to decide upon a "standard" for your company.  You can create the subclasses and save the file as a "start file" and then they will be there for everybody.     Clyde,  What you need to do is go to setup->Subclasses.  You then get the Define Subclass screen where you can select the class you want to create the new Comment layer on.  Perhaps Board Geometry would be a good class to use.  Check BOARD GEOMETRY and a Define Non-Etch Subclass window will appear.  You can then enter ...
