You can easily do this by using the PCB Librarian Expert tool. There is a menu option to convert parts from CIS (Capture) to ConceptHDL (DEHDL) or in the other direction as well. You can also do this using a batch mode option (which I suspect you want to do per your note below).

This Solution shows a method of converting DEHDL parts to Capture, but you simply need to change the
word con2cap to cap2con in the script file.
